David Butler

David taught economics and business for 13 years in comprehensive schools in London, Northumberland and East Sussex and held senior management posts in two schools before working for the advisory services in East Sussex and Kent. David was appointed as an HMI in 1990 and led inspections of primary and secondary schools, as well as local education authorities, before taking on the role of lead HMI in Ofsted for economics, business and enterprise education. He led many surveys which resulted in influential published reports on enterprise education, financial literacy, international vocational provision and  economics and business education. David left Ofsted in 2009 to work as an educational consultant but continued to inspect schools for Ofsted.

David is currently the EBEA advocacy lead, which involves liaison with educational organisations such as Ofsted, Ofqual, the DfE and Young Money (previously PfEG). He attends meetings on behalf of the EBEA with the Financial Education Forum and is a member of OCR’s economics and business consultative group. David coordinates responses to consultations by Ofqual, Ofsted and other organisations and is a regular contributor to the EBEA’s journal, Teaching Business and Economics,  for example on examination entries and results in economics and business. David believes passionately that economic, business and enterprise education should be part of the entitlement curriculum for all pupils and students and has campaigned for this since the 1980s.
